Agenda of the Victory Republican Committee

      The Committee believes that, in addition to guaranteeing victory in the world war on terror, the Republican Party must reestablish itself as the party of ideas, and towards that end that Congress must compose a legislative agenda for

1) Preserving America’s homeland security posture including the terrorist surveillance program and the Patriot Act that give those entrusted with protecting us the technology and tools they need to keep track of al Qaeda and other terrorists;

2) Supporting the President’s plan for expanding the U.S. military and intelligence community so as to broaden America’s capability to defeat our enemies abroad, and his goal of a missile defense shield against our enemies abroad to degrade their arsenals' effectiveness and which allows for the possibility of international arms reductions led by the U.S. and Russia;

3) Achieving political reform in Washington by turning back the excessive growth of government, and amending the Constitution to allow for a line-item veto for appropriations bills in order to cut wasteful spending in our budget process, implementing across-the-board budget cuts to better balance budgets before they get to the President, and eliminating earmarks by prohibiting representatives from proposing earmarks for their own districts;

4) Ensuring entitlement reform for future generations of Americans by implementing personal savings accounts for Social Security so that money is saved for our retirements, may be invested, and not spent by the government, and by rescuing Medicare from bankruptcy and continuing to modernize America's health system in order to reduce costs;

5) Building physical barriers to make it impossible to enter America illegally, as it was the failure to secure our borders that made Congress' efforts to legalize the presence of millions of illegal immigrants in 1986 fail, and Congress should vote to appropriate the funds necessary to fence at least 90% of the borders so that as America takes stock of the millions already here illegally we can be assured that there is not another million more on the way, and State and local governments ought to be enforcing immigration law, not providing sanctuary by law and making total population awareness as a goal impossible;

6) Creating a property owner’s bill of rights which should include a reasonable limit to property taxes;

7) Bringing about curricula reform in our education system so that our children have the skills they will need in the 21st century workforce;

8) Cleaning up our schools by fighting for mandatory drug testing for Federally-funded schools;

9) Eliminating the tax code by implementing the flat tax at reduced rates while allowing for a reasonable poverty line to be set on a regional basis based on the cost of living; and

10) Assuring that America will become energy independent by rapidly finding alternatives to oil while simultaneously increasing energy production, building new nuclear power plants, and easing the plight of all Americans by eliminating gasoline taxes.

        In 2008,  Republican candidates need to have a clear and consistent message embodied by a national campaign which addresses the key problems facing America today.  Influencing the debate extends beyond attempting to persuade politicians in Washington to uphold our ideals and interests.  It must include presenting our ideas to the American people so that Republicans are winning the debate in our communities.  Without a clear and consistent message articulated by candidates throughout the nation, the party will not be able to retake Congress in 2008 or in subsequent years.  The Victory Republican Committee has drawn this agenda to aid in developing that message, and as new plans are presented in the marketplace of ideas, this agenda shall grow and adapt. 

        As important as achieving victory in the world war on terror is, in order to achieve that goal, Republicans must regain a majority in Congress by composing a comprehensive political program that appeals to a majority of the electorate.  Candidates need an important message to deliver, and that agenda must stand in broad contrast to the program presented by Democrats.  Most importantly, Republicans must exercise discipline to ensure that the issues which we often campaign on are being addressed in Washington.  Republicans do well when we run on the ideas that ignites the conservative base of the party, not when we run away from our base of support.
